TWO YEARS OF SUSTAINED INFRASTRUCTURE REVOLUTION IN EMOHUA LGA

It was Colin Powell who said: “There are no secrets to success. It is the result of preparation, hard work, and learning from failure.”

Rephrasing, Whitney M. Young opined; “It is better to be prepared for an opportunity and not have one than to have an opportunity and not be prepared.”

The above notable quotes clearly explain why the Chairman of Emohua Local Government Area, Dr. Chidi Lloyd is widely celebrated for his sterling performance in office within two years of his administration.

The infrastructure revolution witnessed across Emohua Local Government Area within the period under review has been described by many as ‘ The New Standard in Local Government Administration’ not only in Rivers State but across the Federal Republic of Nigeria.
For the very first time a local government administration is simultaneously undertaking four (4) different road construction projects in four (4) different communities within a term of three (3) years; it is indeed a very new standard set by the Executive Chairman of Emohua LGA, Dr Chidi Lloyd who assumed office in June 2021 amid decadence in governance and infrastructure in Emohua LGA.

Changing the story of Emohua LGA with a positive narrative; the narrative of infrastructure revolution and effective leadership within two (2) years of the administration of Dr Chidi Lloyd is arguably unprecedented considering the peculiarity of Emohua local government area and the infinitesimal internally generated revenue in the Local Government Area.

In a Local Government Area like Emohua with its peculiarity, it can only take strong political will and experience in public service and administration to effect a positive change in leadership and management of the council to reposition the area, with a view to attracting rapid development.

If there is anything lacking in the administration of Dr Chidi Lloyd, it is arguably not the political will to take difficult but resultful decisions aimed at advancing development in Emohua LGA.

The result of this political will is an unprecedented infrastructure revolution witnessed across Emohua LGA under the administration of Dr Chidi Lloyd.

The conception and completion of over ten (10) infrastructure projects within the first year of his administration, a record that will be very difficult to surpass, is an attestation of his preparedness and commitment to repositioning Emohua LGA for greater heights.

Apart from the total transformation of the local government council headquarters with new structures springing up from left, right and centre, as simultaneously conceptualized and undertaken by the administration of Dr Chidi Lloyd, the present administration had also embarked on several other infrastructure projects across the communities in the LGA, including but not limited to road construction.

Recall that the Emohua Local Government Council had inaugurated an array of projects conceived, executed and completed within the first year of the present administration as part of activities marking the first anniversary of Dr Chidi Lloyd as the chairman of Emohua Local Government Area and Chief Executive Officer of the Council.

Projects Conceived, Completed and Commissioned Within One Year (Already In Use):

1. 1 Kilometer Eveku Road with 2 Kilometer Drainage in Eveku-Odegu

2. Emohua Local Government Primary Healthcare Center (Cottage Hospital)

3. Emohua Local Government Council Chapel and Marriage Registry

4. 20,000 Litre Braithwaite Water Scheme Reticulating Water across the Council Headquarters

5. Ultramodern Emohua Local Government Staff Canteen

6. Emohua Local Government Council Public Convenience

7. Emohua Local Government Council Electrification Project

8. Titan Trust Bank ATM Gallery

9. Emohua Local Government Vigilante Services (EMOVIS) Secretariat Building.

10. Renovated Court Building in Elele-Alimini

11. Provision of Electricity Transformers for Communities Across Emohua LGA.

As the administration of Dr Chidi Lloyd sets out to mark its second year anniversary, the people of Emohua local government area may be in for another season of project harvest in June and July 2023 following the completion and advancement of critical infrastructure projects executed simultaneously by the local government council.

Apart from the payment of school fees for indigenous final year students of Rivers State University to enable them to sit for their final exams; an Educational Intervention Program of the administration of Dr Chidi Lloyd, the present administration had also undertaken the restoration and reconnection of the electricity line from the Ahoada transmission station to communities in Emohua Local Government Area, after years of power outage in the entire LGA occasioned by the activities of criminals and vandals along the Ahoada axis of the East-West Road.

Projects Earmarked For Commissioning during the 2nd Year anniversary celebration.

1. 1.5 Kilometer Uke-Eli road with 3-kilometre drainage in Rundele (Ward 7), Emohua LGA (Completed and in Use)

2. 1. Kilometer Chief Nyesom Wike Drive, Akpabu New Layout, Akpabu Community (Ward 10) Emohua LGA ( Almost Completed).

3. Emohua Local Government Primary Healthcare Doctors Quarters/Staff Offices( Nearing Completion).

4. Emohua Local Government Council Store (Warehouse (Nearing Completion)

5. Akpabu Water Reticulation Scheme (Almost Completed)

6. Emohua Local Government Primary Healthcare Cold Chain (Completed).

The enumeration of the infrastructure revolution witnessed across Emohua LGA under the administration of Dr Chidi Lloyd in the period under review can not be complete without the mention of the fencing and security watch tower project at the Divisional Police Headquarters and Court Complex in Rumuji Town which followed the provision of security patrol vehicles and refurbishment of Armored Personnel Carriers for the Police and the Local Government Vigilante Services (EMOVIS) to further improve the security of lives and properties across Emohua LGA.
Dr Chidi Lloyd has also been widely commended for his administration’s commitment to the security of lives and properties through huge investments in security. Worthy of note is the establishment of the Emohua LGA Vigilante Services (EMOVIS), a product of an executive bill sponsored by the council chairman, which was later passed into law by the Local Government Legislative Assembly.

The establishment of EMOVIS by the administration of Dr Chidi Lloyd followed the disbandment of unregulated community vigilante groups by the immediate past administration in Emohua LGA.

For effective policing, information gathering and crime-fighting across Emohua LGA, the administration of Dr Chidi Lloyd had also within one year conceived, constructed, completed and handed over a secretariat to serve as the operational head office to the local government vigilante service.

In healthcare, Dr Chidi Lloyd had upon assumption of office in June 2021 embarked on a tour of facilities within and outside the council headquarters during which the council chairman frowned at the sorry state of the local government primary healthcare centre situated inside the council premise.

Irked by the state of the primary healthcare facility, the council chairman immediately ordered the demolition of the delaminated structure and approved the construction of a brand new cottage hospital to replace the decayed local government healthcare centre.

The new facility considered to be ultra-modern in nature which was completed and equipped with modern clinical pieces of equipment within one year of the administration of Dr Chidi Lloyd is currently a medical tourist attraction, as individuals and cooperate organizations from within and outside Emohua LGA troop in on daily basis for medical consultants.

It is also important to note that the administration of Dr Chidi Lloyd had also completed a Cold Chain Facility for the storage of vaccines and other temperature-sensitive clinical pieces of equipment to further improve the services of the primary healthcare centre.

Also nearing completion beside the cottage hospital are the Doctor’s Residential Building and Staff offices for the primary healthcare workers conceptualized by the administration of Dr Chidi Lloyd to improve the working condition of the primary healthcare workers.

Other infrastructure projects executed simultaneously and funded according to the resources available to the local government council are;

1. Construction of 1 Kilometer Ubimini Road, the 2nd phase of Ubimini Community Road (Ward 12) Emohua LGA (Drainages casting completed).

2. The reconstruction and remodelling of Emohua Local Government Legislative Assembly Complex (Making Appreciable Progress).

3. Construction of Emohua Divisional Police Headquarters situated opposite the Emohua Campus of Rivers State University along Emohua-Kalabari Road.

4. Construction of the 350-capacity Chief Chukwuemeka Woke ICT Studio.

5. Construction of the 500-seater Emohua Council (Pavilion Mini Stadium).

6. Construction of Emohua Local Government Council Administrative Building

7. Completion of the Emohua Council secretariat building (office complex).

These achievements couldn’t have been made possible without the cooperation of the members of the local government management team, as well as the political leaders and stakeholders in the LGA who have been consistently supportive of the administration of Dr Chidi Lloyd.

Dr. Lloyd is widely celebrated and not overrated because he is not loud but his achievements are very laudable.

Sacrificing personal benefits and entitlements to reposition Emohua Local Government Area is the height of selflessness and patriotism to the overall development of the LGA and Dr. Chidi Lloyd has written his name in the sands of time and given the LGA a new narrative within a very short time.

Emohua LGA is today referred to as the number one Project LGA not only in Rivers State but across the Federal Republic of Nigeria; a New narrative that is the direct opposite of the story of Emohua LGA before the emergence of Dr Chidi Lloyd in June 2021.
