IPAC Declares Support For Chidi Lloyd

— As Dr. Lloyd Hands Over Emohua Primary Healthcare Annex / Doctor’s Lounge To Health Care Authority

Emohua local government chairman, Dr. Chidi Lloyd, has again stated that public officeholders can have a meaningful impact on the lives of the people if they eschew greed and avarice and stick to the purpose for which they were elected or appointed into office.

He listed the insatiable desire for wealth and the pursuit of self-aggrandizement as reasons why many public officers fail to make an impact with their positions while in office.

Dr. Lloyd asserted the commissioning of the Emohua Primary Healthcare Annex and Doctor’s Lounge Building, conceived, built, and furnished by his administration, at a brief ceremony held at the local government council secretariat complex on Monday.

“Public officers can perform, but you can only do so when you eschew greed and avarice, and when you have the fear of God.

“Nobody gave me any timetable on what to do as chairman of Emohua LGA, but I conceived the best legacies I could leave for my people.

“So, once you eschew greed and avarice, and when you have the fear of God in you and care about the well-being of the people, there is nothing you can’t do within the available resources.”.

He noted that the annexe building was conceptualized to provide accommodation for the resident doctors at the primary healthcare centre and offices for the different service units in the healthcare centre to improve the productivity of health workers in the local government.

The council chairman recalled that upon his assumption of office in June 2021, the local government’s primary healthcare authority was a shadow of itself, hence the need to construct an ultramodern centre, which was built and completed in his first year in office.

The construction of a cold chain facility, which was commissioned the previous week, and the annexe building, according to the council chairman, is in line with his commitment to providing the best facilities for the health workers in the local government to get the best medical services for the people of Emohua LGA.

He noted that the newly built primary healthcare centre had recorded five successful deliveries, with over one hundred successful surgeries conducted at the two separate free medical outreaches held at the centre.

“Let me announce to you that we have recorded five successful deliveries here, and they are all male children. But why the five male children chose to be born in this facility, only God knows.

“Here we have held two different medical outreach events, one by Ogbakor Ikwerre USA/Canada, in partnership with our administration. Over five thousand lives were saved here, including surgeries.

“When the Ogbakor Ikwerre medical team left, my team and I decided that the best Christmas gift we could give to our people was another medical outreach sponsored by the local government.

One hundred and sixty-eight surgeries were performed here successfully in that outreach, while some cases that couldn’t be handled here were referred to secondary healthcare facilities in Port Harcourt, with the council underwriting the bills”.

Dr. Lloyd further attributed the achievements of his administration in healthcare to the synergy between Emohua local government and the state primary healthcare management board.

The special guest and executed secretary of the Rivers State Primary Healthcare Management Board, Prof. Kinikanwo Innocent Green, in his remarks before he commissioned the facility, commended Dr. Lloyd for the improved security across Emohua LGA.

He acknowledged that the days when primary healthcare workers were regular victims of kidnappers and criminals became over under the watch of Dr. Chidi Lloyd while promising to ensure that government-owned medical facilities across Emohua LGA, which were earlier given less attention as a result of insecurity in the area, are upgraded to serve the people better.

“On behalf of the primary healthcare management board, we want to thank you for making Emohua safe for all and also safe for health workers in the LGA.

“Now we don’t hear of kidnapping again; of course, our staff no longer come to tell us that they were kidnapped, and of course that can be done by only the chairman of the local government, who is also security conscious.

“So, we want to assure you that the board will ensure that other health facilities across Emohua LGA are upgraded and made functional, both in staffing and pieces of equipment.

Prof. Green, while congratulating Dr. Lloyd on his achievements in the health sector, noted that the importance of a doctor’s lounge in a functional medical facility such as a primary healthcare centre cannot be overemphasized.

“What we’re commissioning here today is very important, and I won’t come here and start schooling you on the importance of a doctor being around in the primary healthcare centre or the importance of providing offices for the different program officers.”.

“With what the chairman has done here, we will ensure that we continue to collaborate with Emohua local government council to ensure that these services are provided for our people.

Earlier in her brief remark, the medical director of Emohua Primary Healthcare Authority, Dr. Deborah Emelaye, thanked Chidi Lloyd for his commitment towards health system development in Emohua LGA, applauding the council chairman for improving the working conditions of health workers in the local government.

She noted that the primary healthcare centre in Emohua was in very bad shape before the intervention of Dr. Lloyd; hence, the health workers are delighted with the council chairman for providing a befitting structure for the primary healthcare authority.

Dr. Emelaye, while rating the Emohua local government primary healthcare centre conceptualized and built by the administration of Dr. Lloyd as the best across Rivers State, also noted that the doctor’s lounge was the first to be built by any local government across the 23 LGAs in the state.

Chairman of the Rivers State chapter of the Inter-Party Advisory Council (IPAC), Mr. Ken Atata, in his solidarity speech at the commissioning ceremony, lauded Dr. Lloyd’s visionary leadership and sterling performance in Emohua LGA.

He particularly noted the total transformation at the Emohua local government council headquarters, as conceptualized by Dr. Lloyd.

Ken Atata, a former caretaker committee member in Emohua local government, said the leadership of IPAC in the state was in Emohua to encourage Dr. Lloyd, promising that IPAC would rather advise than criticize the council chairman, who has distinguished himself in local government administration.

He further assured Dr. Lloyd of IPAC’s continued support of his administration, to enable the council chairman to actualize his vision for the people of Emohua LGA.

In his project description, the honourable supervisor of works in the local government council, Hon. Ikpo Solomon, said the facility was built to stand the test of time and thanked Dr. Lloyd for transforming the local government council headquarters into modern structures that befit the council.

He said the facility consists of two doctor’s lounges, for female and male doctors on night duty; two consulting rooms and a conference room for the doctors, and nine air-conditioned offices for heads of the different service units in the local government primary healthcare authority.

The vice chairman of Emohua LGA, Hon. Mrs. Edna Nyeche Addis, the council secretary, Chief Vincent Chukwu, and other principal officers of the council attended the ceremony, which also had in attendance the leader, Hon. Love Nyenke, and members of the local government legislative assembly.

The leader of the PDP caucus, Eze Paul Wonodi; the deputy chairman of the PDP in Emohua LGA, Dr. Jim Morrison; and critical stakeholders, traditional rulers, and religious leaders also honoured the event.

Dr. Lloyd was accompanied by his wife, Lady Divine Adanma Chidi-Lloyd.

The highlight of the event was the formal handover of the annexe building to the Emohua local government primary healthcare authority.
