— Prohibits Illegal Oil Mill Operation In Emohua LGA
In line with his administration’s commitment to repositioning Emohua Local Government Area for rapid development, the local government chairman, Dr Chidi Lloyd has presented a fifteen parts bylaw draft to the local government legislative council for consideration and approval.
Presenting the draft of the proposed bylaw to the local government legislative council on Tuesday, Dr Chidi Lloyd recalled that the need for the bylaw was first mentioned to councillors during the presentation of the 2023 appropriation bill on the 20th of December 2022.
The proposed bylaw draft dominated by bills seeking to reorganize and establish the Emohua local government revenue law which had already been transmitted to the Finance and General Purpose Committee (F&GPC) of the local government was conceived and sponsored by the administration of Dr Chidi Lloyd, who explained that he is yet to lay hands on any revenue law of the local government since he assumed office in 2021, hence the need for the conception of the bills for the consideration and approval of the legislative council.
The council chairman while acknowledging the influx of investors into the Emohua local government area, said the proposed bills when passed into law will reorganize the council revenue law and improve the revenue generation of the local government, stressing that the reorganization of the Emohua revenue law became necessary following lack of transparency and accountability in the management of the council revenue generation.
“The revenue law when in use will accelerate and boast the revenue generation of Emohua local government from 0.67 per cent to at least 25 per cent of the total budget revenue for the year.
“This bill will not only address the problem of lack of transparency, accountability and lack of proper records associated with the current procedure in the management of funds generation, it will also create elementary job opportunities for citizens of Emohua local government area.
“The 2023 fiscal year is very crucial in our efforts to ensure that critical projects are completed and put to use to improve the living condition of our people.
“It is on that note, therefore, that I lay before these honourable members, the draft 2023 Revenue Bylaw of Emohua Local Government for your timely passage”.

6. Emohua Local Government Market Regulation and Control Bylaw 2023
7. Motor Parks ( Commercial Vehicle Picking Up Passengers) Regulation Bylaw 2023.
8. Tricycle and Motorcycle Commercial Uses Regulation and Control Bylaw 2023.
9. Building / Fencing Permit Bylaw 2023.
10. Slaughter / Abattoir Establishment and Control Bylaw 2023.
11. Liquor Licensing Bylaw 2023.
12. Street Naming / House Numbering Bylaw 2023.
13. Loading / Offloading Parking and Control of Traffic Bylaw 2023.
14. Prohibition of Street Trading Bylaw (No 14) 2023.
15. Compulsory Enrollment of Pupils Into School Bylaw 2023.
The Emohua council Boss while reiterating his administration’s commitment to changing the narrative about Emohua local government area, said the compulsory enrollment of pupils bill when passed into law will reduce the number of out-of-school children in the local government area, while the street naming and house numbering bill are expected to address issues of the misrepresentation of street names and house numbering in the local government area.
Meanwhile, Dr Chidi Lloyd has approved the closure of all illegal oil mills across the Emohua local government area.
The council chairman announced the decision during the presentation of the proposed Emohua Revenue Bylaw to the legislative council.
The council chairman directed all operators and intending operators of oil mills within Emohua local government area to seek the necessary approval from the local government council or be prepared to face the full weight of the council authority in line with established laws.
Dr Lloyd was accompanied by the vice chairman of Emohua LGA, Hon Mrs Edna Nyeche, the chairman of the People’s Democratic Party PDP in the LGA, Hon Uche Minikwu, Secretary of the local government council, Chief Vincent Chukwu and members of the management committee, as well as principal officers and appointees of the local government.
